How PCR Defines Eligibility, PCR Status, Breed Classification & Registry Tiers

Eligibility within PCR is determined by verifiable data, not appearance, popularity, or recognition by legacy registries. PCR does not restrict eligibility by breed, any canine may qualify if PCR’s requirements are met.

ELIGIBILITY REQUIREMENTS

DNA VERIFICATION

DNA verification is the foundation of PCR registration. Every canine must be tested through an approved genetic testing provider to establish breed composition, genetic structure, and lineage accuracy. PCR uses this data to classify breed type and assign tier eligibility.

MICROCHIP ID (Optional)

Permanently identifies the canine and ties registry records to a single, verifiable animal. Optional for Core members; required for Prestige Ambassador.

VET WELLNESS CERT (Optional)

A current veterinary wellness certificate confirming the canine's overall health status. Optional for Core members; required for Prestige Ambassador. Additional breed health testing (OFA, CAER, etc.) is optional and may be added to a canine's record at registration or at any time.

PCR records and organizes all user-uploaded information but does not diagnose, evaluate, or certify results. Meeting these requirements allows a canine to be entered into the PCR system and evaluated for tier placement. Please visit our FAQ for more information.

NO Breed Restrictions

PCR does not restrict eligibility based on breed recognition or registry affiliation. PCR exists to document and organize verifiable canines, not to enforce legacy acceptance models.
Recognition within PCR is earned through verification, not permission.

Breed Classification Within PCR

Within PCR, breed classification and tier placement work together.
Classification defines what the canine is genetically while Tier placement defines how that classification is organized within the registry.
Breed classification exists to support:

  • Accurate Documentation
  • Responsible Breeding Structure
  • Clear Participation within PCR

PCR Purebred Breeds
Gold Tier

Canines classified as purebred within PCR are organized under the Gold Tier.
A canine may qualify for Purebred Classification if it:

  • Is genetically derived from a single primary breed
  • Meets PCR’s genetic verification standards for purebred classification
  • Is supported by DNA verification sufficient to establish genetic structure and lineage clarity

A canine may qualify for Gold Tier Placement:

  • Follow the same PCR eligibility and verification process applied to all canines
  • Are determined by genetic structure rather than appearance or reputation
  • Do not need or rely on recognition by, or affiliation with, external registries or organizations

The Gold Tier represents the highest level of genetic clarity currently recognized within PCR.
Gold Tier placement reflects a verified genetic foundation suitable for long-term registry continuity.

PCR Designer Breeds
Blue Tier

Canines classified as designer breeds within PCR are organized under the Blue Tier.
A canine may qualify for Designer Classification if it:

  • Is a genetically verifiable, intentionally structured cross
  • Meets PCR’s internal genetic verification standards for designer classification (derived from 2 purebred canines)
  • Has identifiable parentage through DNA, whether newly anchored or previously registered

A canine may qualify for Blue Tier placement:

  • Follow the same PCR eligibility and verification process applied to all canines
  • Allow responsible programs to establish verifiable designer lineage within PCR
  • Exist to distinguish intentional designer programs from undocumented or unstructured mixed-breed canine programs.

Undocumented mixed-breed canines are not classified as designer breeds within PCR.
The Blue Tier preserves transparency while supporting structured participation in future PCR systems.

Designed for individuals entering PCR for the first time or exploring the registry. Registry Access allows users to browse PCR Verified canines, view available documentation, and maintain account access without registration privileges or breeder-related functions.

Core

Designed for active registry participants, Core Status supports users managing registered canines and ongoing registry activity. It provides access to canine registrations, litter submissions, ownership transfers, and structured record management within PCR’s verification framework.

Prestige Ambassador

Reserved for established breeding programs operating at the highest level within PCR. Prestige Ambassador status reflects a deeper commitment to verification standards, lineage continuity, and long-term program structure, while providing expanded capacity, preferred registry pricing, and elevated recognition within the registry.
