Prestige Canine Registry (“PCR”) exists for the sole and limited purpose of providing a structured, non-transactional registry framework for the documentation, organization, classification, and long-term reference of canine-related records submitted by users. PCR is designed to operate as a record-centric system whose function is to catalog information according to internally defined standards without guaranteeing the accuracy, completeness, or real-world implications of such information beyond the scope expressly stated herein.
PCR’s purpose is documentary and structural in nature. The registry does not exist to influence, direct, recommend, approve, discourage, or otherwise affect decisions made by users, buyers, breeders, sellers, owners, veterinarians, or third parties. PCR does not participate in, supervise, or validate downstream activities that may arise from the existence, visibility, or interpretation of registry records.
Prestige Canine Registry (“PCR”) is established as a private, non-governmental, non-regulatory documentation registry. PCR exists solely to intake, organize, classify, and preserve canine-related records submitted by users for reference purposes. The registry’s function is administrative and archival in nature, and is intentionally limited to prevent the assumption of professional, fiduciary, or advisory duties. PCR does not validate factual reality, guarantee accuracy, or influence outcomes related to breeding, ownership, health, legality, or value. Any interpretation expanding PCR’s rolebeyond record administration is expressly rejected.
PCR is intentionally structured to avoid the creation of any duty of care, fiduciary obligation, or professional standard. No registry action, omission, classification, label, or verification indicator shall be construed as creating obligations beyond those expressly stated. All services must be interpreted narrowly to preserve PCR’s limited role as a registry, not an authority on outcomes or decisions.
PCR operates exclusively as a documentation and registry body. The following subsections define the boundaries of PCR's operational role.
PCR does not broker, facilitate, negotiate, or participate in transactions, including breeding, sales, transfers, insurance, transport, or valuation of canines. PCR does not receive compensation tied to outcomes or transactional success. All transactional decisions occur independently of PCR, and any consequences arising from such decisions remain solely with the acting parties.
PCR operates as a neutral platform and does not advocate for or against any breed, breeder, owner, or practice. Registry inclusion does not imply quality, desirability, safety, or ethical standing.
PCR’s services include documentation intake, application of classification thresholds, controlled displayof registry records, and long-term record retention. These services are administrative in nature and areprovided solely for organizational and reference purposes. PCR does not reconstruct historical events, infer intent, or certify biological processes unless expressly anchored within PCR systems through defined verification protocols.
PCR's role is limited to documentation and classification. The following subsections establish the scope of PCR's operational disclaimers.
Inclusion in PCR shall not be construed as endorsement, approval, certification, ranking, orrecommendation of any canine, breeder, owner, or practice. Registry status does not imply compliance with laws, ethical standards, or best practices.
PCR does not provide veterinary, genetic, legal, financial, or commercial advice. Registry information shall not be interpreted as a market signal regarding value, quality, or suitability.
Users of PCR services assume specific responsibilities as a condition of registry participation. The following subsections define these obligations.
Users represent that all submitted information is accurate, complete, and lawful to the best of their knowledge. Users further represent that they possess legal authority to submit records and disclose related information.
Users remain responsible for updating registry records when material changes occur. PCR assumes no responsibility for outdated, incomplete, or misleading submissions.
PCR collects and processes user data solely in connection with registry operations. The following subsections describe what information is collected, how it is used, and the rights available to users regarding their personal information.
PCR may collect personally identifiable information including name, contact details, payment information, and documentation submitted in connection with registry applications and services. Additional technical data such as IP addresses, browser type, and usage patterns may be collected automatically through registry systems.
Information collected is used to process registry applications, verify submitted documentation, issue certificates and records, communicate with users regarding their accounts and submissions, and comply with applicable legal obligations. PCR does not sell personal information to third parties.
PCR may share user information with DNA testing laboratories, payment processors, and other service providers as necessary to facilitate registry operations. PCR may also disclose information as required by law or legal process. All third-party service providers are required to maintain appropriate data protection standards.
PCR is committed to protecting your personal information with the highest standard of data security. We employ industry-leading encryption, access controls, and technical safeguards to ensure your data remains protected. All registry information is handled through secure systems designed to maintain the integrity and confidentiality of your personal data.
PCR retains registry records and associated personal data for as long as necessary to maintain accurate registry documentation and comply with applicable legal requirements. Users may request information about specific retention periods for their data.
California residents have the right to request disclosure of personal information collected about them, request deletion of their personal information, and opt out of the sale of personal information. PCR's website may use cookies and similar tracking technologies to improve user experience and analyze site usage. Users may configure their browser settings to reject cookies, though this may affect the functionality of certain registry services.

PCR verification processes are limited to administrative review for internal consistency and compliance with registry standards. Verification does not establish factual certainty, authenticity, or real-world validity of submitted records. Verification indicators do not create reliance rights, guarantees, or duties of care, and PCR expressly disclaims liability arising from reliance on such indicators.
PCR's genetic verification framework relies on third-party laboratory analysis. The following subsections define the scope and limitations of DNA-based determinations.
PCR does not perform DNA testing and does not control laboratory methodologies, algorithms, reference panels, or reporting practices. DNA results are accepted as reported by approved third-party providers.
Genetic data is probabilistic and subject to revision as scientific understanding evolves. PCR disclaims responsibility for changes in interpretation, reference panels, or reported percentages over time.
PCR maintains final authority over all canine classifications within the registry. The following subsections address the nature and limits of these determinations.
PCR retains sole authority to define, apply, interpret, revise, and revoke classification thresholds and tier placements. Classification decisions are administrative determinations used to structure registry records.
Classification does not constitute certification of pedigree, breeding quality, genetic predictability, or biological outcomes.
Health-related records submitted to PCR are informational only and may be incomplete, outdated, or subject to interpretation. PCR does not diagnose, treat, monitor, or certify health conditions and assumes no responsibility for animal health or welfare. PCR disclaims liability for medical outcomes, genetic disorders, or health-related claims.
PCR reserves the right to audit submitted records and enforce compliance with registry standards. The following subsections define audit procedures and enforcement measures.
PCR reserves the right to audit records and accounts at any time to preserve registry integrity. Audits may be automated, random, manual, or discrepancy-triggered.
PCR may take corrective actions including suspension, limitation of visibility, or revocation of registry status where integrity concerns arise.
PCR may correct errors, update records, suspend visibility, or revoke registry status when records are inaccurate, misleading, or non-compliant. Such actions may occur with or without prior notice depending on circumstances and severity.
Registry information disclosure is governed by both user-controlled and PCR-controlled mechanisms. The following subsections describe each category.
Users control the disclosure of their records to third parties.
PCR controls verification indicators, tier labels, and registry status markers to ensure consistency and integrity.
PCR owes no duty of care to non-users or third parties relying on registry information. Any reliance by third parties is undertaken at their own risk. PCR disclaims liability for decisions, transactions, or outcomes arising from third-party reliance.
All systems, frameworks, and identifiers developed by PCR constitute proprietary intellectual property. The following subsections define ownership rights and user licensing.
All registry systems, classification frameworks, terminology, documents, and visual identifiers are proprietary intellectual property of PCR.
Users are granted a limited, revocable, non-transferable license to access registry services subject to compliance with this framework.
PCR's registry services are offered in connection with applicable fees. The following subsections govern the payment terms applicable to all transactions with PCR.
Registry services are subject to fees as published on PCR's website or communicated at the time of service. PCR reserves the right to modify fee schedules with reasonable notice.
PCR accepts payment through methods designated on its website. All payments must be made in U.S. dollars unless otherwise specified.
Payments are processed through third-party payment processors. PCR does not store full payment card information. Users are subject to the terms of the applicable payment processor.
All fees paid to PCR are non-refundable except as expressly stated in PCR's refund policy or as required by applicable law. Processing fees, application fees, and certification fees are non-refundable once the application has been processed.
If a payment is declined or reversed, PCR reserves the right to suspend or terminate access to registry services until the outstanding balance is resolved. Repeated payment failures may result in permanent account suspension.
Users agree to contact PCR directly to resolve payment disputes before initiating any chargeback or payment reversal. Unauthorized chargebacks may result in account suspension and collection proceedings for the disputed amount plus applicable fees.
Where PCR offers subscription-based services, users authorize PCR to charge the applicable recurring fee at the designated interval. Subscriptions may be cancelled in accordance with PCR's cancellation policy.
Users are responsible for all applicable taxes, levies, or duties imposed in connection with PCR services. PCR will collect taxes where required by law.
PCR reserves the right to change pricing for any service with reasonable advance notice. Continued use of PCR services following a price change constitutes acceptance of the new pricing.
Accounts with outstanding balances may be suspended until full payment is received. PCR reserves the right to pursue collection of unpaid amounts through available legal remedies.
PCR reserves the right to suspend or terminate user accounts and access to registry services under the circumstances described in the following subsections.
PCR may suspend or terminate any account at its discretion for violation of this framework, submission of fraudulent or misleading information, failure to maintain payment obligations, conduct that threatens the integrity of the registry, or for any other reason PCR deems sufficient to protect the registry and its users.
Upon termination, all rights to access PCR services are immediately revoked. Registry records associated with a terminated account may be retained, modified, or removed at PCR's discretion. Previously issued certificates and records may be invalidated. No refund of previously paid fees shall be owed upon termination for cause.
Users may request closure of their account by contacting PCR at support@prestigecanineregistry.com. Voluntary closure does not entitle users to refunds of previously paid fees. Registry records associated with the account may be retained for documentation purposes.
Provisions of this framework that by their nature should survive termination — including indemnification, limitation of liability, governing law, and dispute resolution — shall remain in effect following account termination or closure.
PCR does not guarantee uninterrupted availability, uptime, or error-free operation of its systems. Services may be interrupted due to maintenance, upgrades, security concerns, or events beyond PCR’s control. PCR disclaims liability for losses arising from downtime or service interruptions.
PCR does not guarantee the accuracy, completeness, or permanence of stored data. Data may be lost, corrupted, or altered due to technical, operational, or external factors. PCR disclaims liability for data loss or corruption to the maximum extent permitted by law.
PCR’s liability is limited to the maximum extent permitted by law. PCR shall not be liable for indirect, incidental, consequential, or economic damages regardless of the theory of liability asserted.
Users agree to indemnify, defend, and hold PCR harmless from any claims, losses, damages, or liabilities arising from submissions, misuse of registry services, or violations of law.
PCR services are provided on an “as is” and “as available” basis without warranties of any kind, express or implied.
PCR shall not be liable for failures or delays caused by events beyond reasonable control, including acts of God, natural disasters, system failures, labor disputes, or governmental actions.
PCR may assign or transfer its rights and obligations without restriction. Users may not assign rights or obligations without PCR’s prior written consent.
This framework is governed by the laws of the State of Texas. Venue for disputes shall lie exclusively in the applicable courts of the State of Texas.
PCR may require informal resolution efforts prior to formal proceedings. Nothing herein creates an obligation to arbitrate unless expressly stated in a separate agreement.
If any provision is held unenforceable, remaining provisions shall remain in full force and effect. Failure to enforce any provision does not constitute a waiver of future enforcement.
PCR may amend this framework at any time. Continued use of registry services constitutes acceptance of amendments.
This document constitutes the entire legal and governance framework governing PCR and supersedes all prior representations, agreements, or understandings.
