1.Breed Neutrality & Eligibility
PCR does not restrict registration based on breed. Any canine may be eligible for registration provided PCR’s verification requirements are met. Eligibility is determined solely by compliance with PCR standards.
2. Core Verification Requirements
The following documentation applies to all registrations. DNA is required for genetic classification. Microchip and health documentation are strongly encouraged and reflect PCR's verification standard, though they are not a hard requirement for core registration:
DNA verification — required; establishes genetic composition and determines tier placement
Microchip identification — optional; strongly encouraged for identity linkage and long-term traceability
Health documentation — optional; encouraged for transparency and record completeness
3. Classification & Tier Structure
PCR maintains two classification tiers only:
Gold Tier — Purebred Classification
Blue Tier — Designer Classification
4. Genetic Classification Thresholds
PCR applies DNA based percentage thresholds to determine tier placement for registered canines. Thresholds are evaluated using DNA composition reports from approved testing providers and are applied strictly according to the numerical criteria outlined below.
4.1 Gold Tier Thresholds:
A canine is eligible for Gold Tier placement when DNA results demonstrate single-breed genetic dominance.
Threshold Criteria:
One primary breed must comprise at least 90% of the DNA profile
Remaining genetic composition may total up to 10% combined
No secondary breed may comprise 10% or greater
Minor secondary or tertiary breed signals may appear due to shared ancestry, historical breed development, or statistical interpretation of genetic markers
These minor background signals do not disqualify eligibility, provided one breed remains dominant at or above the 90% threshold
No structured multi-breed composition indicative of recent crossbreeding is permitted.
DNA results indicating a secondary breed at or above the defined threshold, or evidence of recent multi-breed composition, do not meet Gold Tier thresholds.
4.2 Blue Tier Thresholds:
A canine is eligible for Blue Tier placement when DNA results demonstrate intentional two-breed genetic composition.
General Threshold Criteria:
Exactly two dominant breeds must be present
The combined total of the two dominant breeds must comprise at least 90% of the DNA profile
No additional breed may exceed 5%
Unassigned or unresolved DNA must not exceed 10%
4.3 F1 Series - Blue Tier:
F1 thresholds apply to canines exhibiting near-balanced representation of two breeds and serve as the only eligible designer cross entry point into the PCR registry.
F1 Threshold Criteria:
Breed A: 40% – 60%
Breed B: 40% – 60%
Combined Breed A + Breed B: ≥90%
Any additional breed: ≤5%
Unassigned / unresolved DNA: ≤10%
Only canines meeting F1 criteria may be registered as Associate designer cross (anchor) canines within PCR. DNA results falling outside these ranges do not meet PCR's F1 thresholds.
4.4 F-Series Lineage Enforcement
PCR enforces strict lineage control for all designer classifications:
Only F1 generation canines may enter the registry as new designer anchors
All subsequent generations (F2, F1B, and beyond) are permitted only if derived from a verified PCR F1 anchor
PCR does not accept externally labeled F-series canines without verifiable lineage to a registered F1.
All descendant canines must remain fully traceable within the PCR lineage system and will be known as Verified Designer Lineage (VDL) or appropriate F-Series Label in accordance to Pedigree Record.
This structure ensures all designer lineage originates from a verified genetic foundation, preventing unverified or artificially labeled F-series classifications.
4.5 Threshold Evaluation:
Tier placement is determined by comparison of DNA results against the applicable thresholds above. PCR evaluates reported percentages as presented by the testing provider and applies thresholds without inferring pedigree, parentage, or breeding history unless separately verified.
5. Threshold Application & Authority
5.1 Application of Thresholds
When DNA results meet PCR’s published genetic thresholds and verification requirements, tier placement is granted accordingly. Thresholds are applied using the reported percentages from approved testing providers without inference of pedigree unless otherwise verified.
5.2 Registry Authority
PCR retains sole authority to define, interpret, apply, and update genetic thresholds and classification criteria as scientific methodologies, reference panels, and industry standards evolve.
PCR assigns one of two rights classifications to every canine at the time of registration. Rights classification governs breeding eligibility, public directory visibility, and ownership transfer behavior.
Canines with Dynasty Rights are fully breeding-eligible, publicly listed in the PCR canine directory, and may be used as sire or dam in litter registrations. When transferred to a new owner, Dynasty canines are immediately active on the public registry under the new owner's account — no re-registration required.
Canines with Companions Rights are a restricted classification. Companion canines are excluded from the public PCR canine directory and may not be used as sire or dam in any litter registration. Companion Rights are assigned at registration and cannot be changed unless requests are submitted to PCR with Breeder attestation. Companion canines are visible to their owner only, and the owner can request their Official PCR Documents through their dashboard.
All PCR-registered canines are assigned a status that governs registry visibility and operational eligibility. Status is managed by PCR administration.
PENDING — Submitted; awaiting admin review. Not publicly visible. APPROVED — Verified and active on the public registry. UNDER REVIEW — Temporarily restricted pending PCR investigation. Cannot be used in litter registrations or ownership transfers during this period. DECLINE — Registration rejected. Not publicly visible.
A canine must meet all of the following criteria to be listed as breeding available on PCR.
APPROVED status with Dynasty Rights Minimum age: 10 months from date of birth Maximum age: 12 years (144 months) from date of birth A dam may not carry more than one active breeding record at a time. Stud service records expire 6 months from activation if no litter registration is submitted during that window.
The following standards govern litter registration submissions within PCR.
Only the dam (mother) owner may submit a litter registration. Both parent canines must hold APPROVED status with Dynasty rights at the time of submission. Neither parent may be in UNDER REVIEW status. Designer breed litters must originate from a PCR-recognized parent breed pairing; invalid breed combinations are rejected at submission.
Documentation submission at the litter stage is optional for the registering breeder. If DNA documentation is submitted at litter registration, the new owner is not required to re-upload DNA upon claiming their canine. Microchip and health documentation are encouraged but are not required at the litter registration stage. Documentation obligations for individual canines are the responsibility of the new owner and are addressed at the time of individual canine registration.
Litter generation is automatically determined based on parent canine classifications. Gold × Gold same-breed pairings produce purebred GOLD litters. Gold × Gold cross-breed pairings (recognized designer pairs only) produce F1 generation BLUE litters. F1 × Gold (backcross) pairings produce F1B. F1 × F1 pairings produce F2. Other F-series combinations are classified as Verified Designer Lineage (VDL). See Section 4 for full genetic threshold standards.
The following standards govern ownership transfers of registered canines within PCR.
Only canines with APPROVED status may be transferred. A canine may not be transferred to its current registered owner. WHO MAY SEND AND RECEIVE Core and Prestige Ambassador members may initiate a transfer. Any active PCR member — including Associates — may receive and claim a transfer. Users without an active membership must register before claiming. INITIATING A TRANSFER The registered owner selects an approved canine from their dashboard and generates a transfer code. The code is displayed on screen with a copy button and is also sent to the seller's email automatically. The seller shares the code with the buyer by any means — text, messaging, or in person. The code is valid for 3 months. If an active pending code already exists for that canine, it is replaced with a fresh one. PCR is notified of every new transfer request. When a transfer code is generated, a placement record is automatically created for that canine. The seller can open the Placement Codes section on their dashboard to optionally add buyer information — name, address, phone number, sale date, and notes. Companion and dynasty canines are each shown under their own tab. SELLER DISCLAIMER AND CANCELLATION Before generating a code, the seller is presented with a formal disclaimer: once a buyer claims the transfer, ownership changes immediately and cannot be self-reversed. PCR recommends generating the code only after pickup is complete and full payment has been received. Sellers who generate a code after a deposit accept the associated risk. Sellers do not have a self-service cancellation option. If a transfer must be cancelled for any reason — deal fell through, buyer backed out, or otherwise — the seller must contact PCR directly at transfers@prestigecanineregistry.com CLAIMING A TRANSFER The buyer logs into PCR, navigates to the transfer section, and enters the code. The system verifies the code is valid, still pending, and not expired. The buyer must hold at least an Associate membership to claim. Upon validation, the buyer is shown the canine's details — PCR ID, breed, DOB, gender, color, weight, and sire and dam PCR IDs — along with the applicable transfer fee. REGISTERED NAME CHANGE Both Companion and Dynasty canines require the buyer to provide an official registered name before the transfer is applied. This name is applied to the canine's PCR record immediately upon transfer and appears on all future certificates and documents. PAYMENT AND OWNERSHIP CHANGE If the transfer fee is zero, ownership changes immediately upon claim. If a fee applies, the buyer proceeds to checkout — ownership updates automatically once payment is confirmed. No re-registration or document re-submission is required. Dynasty canines are publicly visible under the new owner's account immediately upon transfer. Companion canines are set to private upon transfer. POST-TRANSFER LITTER REGISTRATION New owners wishing to register a litter involving a transferred canine must hold Core or Prestige Ambassador membership, regardless of how the canine was obtained. TRANSFER CODE LIFECYCLE PENDING — Active and claimable. APPROVED — Transfer successfully completed. DECLINED — Cancelled by PCR. Codes expire after 3 months if unclaimed. A canine is pedigree-eligible when 3 verified generations are present and confirmed in the PCR registry: the canine, both parents, and all four grandparents. Pedigree eligibility is determined dynamically at time of query based on verified lineage records within the PCR system.
Owners may designate DNA and health documents as private at registration or at any time thereafter. Private documents are not visible to other members or the public. Microchip IDs are partially masked for all non-owners and non-admins. The first seven digits of a microchip ID are visible publicly; all remaining digits are redacted.
